The installation of software deployed through Group Policy for this user has been delayed until the next logon because the changes must be applied before the user logon. The system will wait for Group Policy processing to finish completely before the next startup or logon for this user, and this may result in slow startup and boot performance.
Group Policy will attempt to apply the settings the next time the computer is restarted. MSC, the "Microsoft Silverlight" package has a yellow exclamation point beside it. I also tried turning on the AppMgmt. Silverlight WAS installed on this machine at one point came in via Windows Update , but I uninstalled it to test the group policy. David did you get this sorted? We were experiencing a similar problem. Software had been deploying using GPOs successfully then started failing.
In the end it was IPv6 causing chaos. IPv4 network with IPv6 enabled. That is super random Sue! Just for kicks, have you seen any DNS errors or replication errors with your domain controllers?
